Our bishopric concluded that our 12-13 yr olds has grown to be too big and has opted to split into 12 yr old and 13 yr old.

Can this be done or are we pigeonholed into just having a single class? I've been able to rename the class, but cannot seem to create a new class.

Do you mean for Sunday School? If so, then your 12-13 class was probably combined at some point in the past (because separate classes is the default). To uncombine you should find the class using Organization > Sunday School. When viewing the class there should be a small pencil icon next to the name. Click that and one of the options on the menu should be to Uncombine.
