serious problems with our MLS

We are having serious problems with our MLS , a portion were we are supposed to enter our reference number there is a number fixed already which cannot be edited, the number soon after the update started from 1 going upwards. Whereas long back used to be a six number digits e.g. (100272).. after clicking the send and receive option and print out the copies, the expense will indicate error.

we are receive emails from the Global Service Center telling us that we are not sending our expenses to them, its now the second time receiving such emails, may you please assist us to solve this issue, a lot of efforts have been put into place to involve local leaders but nothing was done to provide solutions.
