Don't forget the 17-year-olds who go to college before they turn 18. The computers want to put them in Course 17 and the laurel class or priests quorum.
Yeah, I'm sure the BYU student wards love that. Not to mention that technically, they're not YSA yet. So, a strict reading says they have to go to a family ward until they're 18. For some reason, the Handbook doesn't mention single student units, only married student units.

In the original post the question was ," Do all the youth turning 18 in the current year move up to the Course 18 in the January or do they wait until they are 18 and go up individually?

I have read through the answers but the answer was not clear to me.

Today in our ward, my son and the other 17 year olds were asked ( by the Sunday School President) to attend the Course 18 class which is the Young Adult class.
Does this mean that they can attend young adult activities?

They are all enrolling in institute for 2019 and completed high school in 2018. At institute they will mingle with young adults and hear all the announcements for YSA.

What happens to these 17 year olds? Can they progress to YSA early ?

What is to be done with them?
They are 17, enrolled in institute, going to university.
Which class do they go to? 16/17 or course 18 which is YSA?

Then in our case, two of our Grandchildren (in our Ward) decided when they were 17 and 16 respectively (now 18 and 17) that they preferred to attend Gospel Doctrine class rather than Sunday School because they learned so much more from the Adult Class than from the youth Sunday School class. It might be mentioned that they both are in their second years at a local Junior College carrying 18-21 credit hours. There has been no backlash from the Sunday School nor the Bishop. And, speaking of Missionaries, it might be advantageous for some boys, who will soon be departing on Missions soon, and teaching some of the deeper principles of the Gospel, to get into some somewhat deeper Gospel discussions than might be held in a class containing 16 year olds.

Just a thought.
