The instructions are found in the Help Center article The Signature Card. Ward/Branch clerks unfamiliar with the process should contact their stake/district clerk for instruction.
The printed instructions in the Help Center article states that "After selecting the Print Card button, the screen will change." That is where the confusion begins. If you have not already printed an unsigned card then click the 'Print' button. Get all the signatures and create an image of the signature card by scanning the document or taking a picture and copy the scanned document file or image file to the computer. If you are continuing the process of uploading the completed card during the same web browser session then the instructions 'Choose the electronic file copied to the computer, or drag the file to the designated box shown' applies.
Since getting the signatures on the card will most likely not happen during the same web browser session as printing the unsigned card there is implied understanding of getting to the point where the card can be uploaded. The work around for uploading the signed card in a later computer session is to follow the instructions to the point where it states "After selecting the Print Card button, the screen will change." Instead of clicking the 'Print' button on the pop-up print dialog click the 'Cancel' button. Now the screen will actually show the 'Upload signed card here' section of the 'Update Card (Awaiting Signatures)' screen. Follow the instructions from the help article at the point that states 'Choose the electronic file copied to the computer, or drag the file to the designated box shown'
Don't forget that once the new card is uploaded that the bishop needs to approve the new card before the new card will be the official and displayed signature card.

I used chrome and had to use the print function found under the 3 dots at the top right. worked fine.

I'm using Chrome and when I click on the "Print Card" button on the "Update Card" screen it immediately goes to the submit new card with signatures screen. I finally figured out that you can get the new blank signature card to print by right clicking on the page (or left-clicking on the 3 dots in the upper right corner of the Chrome browser window) and choosing the print function from the dropdown menu when on the appropriate screen. It does truncate the top portion of the signature card but only the top boarder and when I looked at the old signature card the top was also similarly cut-off so I just went with it instead of downloading and switching to Firefox or other browser. I too prefer Chrome as I utilize a lot of Google tools.

It is still not working with Safari or Chrome. It prints the old card with the old signatures when you try to update the card.

It's been "broken" forever. Or, more accurately, what you EXPECT to be able to do is not what you SHOULD actually do.
You have to follow the official instructions literally -- and they are NOT what you might imply. They say this:

You should use your browser's built-in PRINT option to print the blank card. This isn't perfect, but it works, at least. Print the blank card. Have them sign it. THEN click the Print Card button. That will cause it to show the old card with an option to download a PDF or print -- but just ignore it. Just use the box underneath to upload the new card.
That's how it is done. Again, the trick is not using the Print Card button to print the card. That button means to print the CURRENT card, not the new BLANK card. You print the new BLANK card by using your browser's Print option. You'll get a bunch of extra garbage, but at least it'll print. Get it signed, scan/photo just the part, and then upload it.

At step 3 when it says "Print the signature card" this is done by clicking the "Print Card" button.
. Clicking the Print Card button executes the print command and the print dialog box will pop up to complete the printing process.
Step 5 does not instruct the user to click the "Print Card" button. Rather the first sentence of step 5 is an awkward, or misplaced, interjection explaining what happened on the web page behind the print dialog pop-up from the step 3 action. The second sentence in step 5 is the real instruction. When the user closes the print dialog pop-up either by clicking the Print button or the Cancel button they will see the changed screen with the upload actions box. The first sentence of step 5 should have been included in some form in step 3. For example: "Click the Print Card button to print the updated and unsigned signature card. The screen will change and a print dialog will pop up to complete the print job."
I posted earlier in this thread that the process of getting the signatures will most likely not happen during the same browser session when the new card is printed. If the new signed signature card is to be upload in another browser session the same steps are used with a change to clicking the Cancel button on the print dialogue pop-up instead of the Print button.

Make sure the instructions in the Help Center article The Signature Card are followed.
A common mistake is to select the print icon (red arrow pointing to it in image) from the embedded PDF viewer rather than clicking the Update Card button (green arrow pointing to it in image).
. .
When the Update Card button is clicked the new card displayed will not have any signatures in the signature blocks and it will not be an embedded image like what is displayed in the image above.
