If I uninstall gospel library are my notes/markings and links and journal entries preserved on my lds account so that the can be downloaded when I reinstall? Are they deleted from my phone storage when I uninstall?

If you are signed in with your Church Account, highlights, notes, bookmarks, etc. should be safely synced. You can verify by going to Settings and seeing when the last sync time was, as well as going to Notes.ChurchofJesusChrist.org or Study.ChurchofJesusChrist.org to verify that your latest annotations are there.
When you install the app again, then sign in with your Church Account, your annotations will sync back down.
Study plans, downloaded books and media, screens, and custom collections are not synced currently, and would need to be recreated after a delete and reinstall, if those are important to you.
