Unable to Login and Recovery isn't Working

I am the Technology Specialist in the ward. I'm working on an unusual case. A young man in the ward recently moved into the ward. He no longer has the same phone. His email is no longer working. He can't remember his password and is unsure about his username. He has missed a year of seminary because of this. I have done everything I can do. What can be done?
