I have a son that was two weeks away from submitting his missionary papers but had an accident and broke his collar bone. Healing time is 2 to 3 months. His availability is 4 months out. Will SLC be okay with him submitting mission papers now or do they require him to be fully recovered before he submits his papers and is issued a call?

I think this question is best answered by your bishop. Someone on this user-to-user help forum may have experience with this, but your bishop has contacts he can reach out to for a definitive answer in your's son's case.
