Family History Activity Report anomaly

How do I query a perceived error in the number of "submitters" for a particular Month? I know that 5 members (who had not previously submitted in 2019) submitted in the month of December but the graph only shows an increase of 3. No members (who have previously submitted) have moved out of the ward in Dec.

We are seeing similar errors. Both my ward in Texas and my son's ward in Maryland had youth activity nights late 2019 where the evening was spent printing names from Ordinance Ready to prepare for a youth baptism trip. Yet, when the monthly report was updated, the increase was far less than the number of youth who logged in and printed a name using Ordinance Ready. Even the YTD number was less than the number of youth that submitted a name that evening.
