The individual quorum advisors support the Bishopric for those tasks requiring administrative access to information found in LCR.

As you noted, the ward Young Men secretary calling has been discontinued. And Aaronic Priesthood Quorum Specialists do not have (and probably will not have) access to LCR.

I would begin by carefully studying General Handbook 10.3.4, 10.3.5, and 10.3.6, and then organize (or reorganize) ward Aaronic Priesthood callings with those instructions in mind. As I read those instructions regarding calling responsibilities, I agree that advisors need access to LCR and specialists do not.

So what is the solution? I can't add more Advisors. Can the Church change it so Specialists have access? Or can they bring back the YM Secretary calling? We need a way to allow this person to support the Bishop.
In our ward, we've (naturally?) made the executive secretary the young men secretary. The exec sec has all the access he needs and still supports the bishop. Especially since it seems like youth/YM topics are discussed in bishopric meetings anyway.
