According to Supported iOS versions for Gospel Library Gospel Library can be installed but it will not receive any updates.

If I remember prior posts correctly, if your account ever had Gospel Library, it would still be available in the App Store. But it sounded like it wouldn't be available otherwise. The amount of support Apple gives to older iOS is limited.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
