I have Teams for work as well as a personal account. In my personal account I don’t see a way to create a new team. It may be because I am the only one there. I invited the ward council to join a chat, once they accept can that be made into a team?

I don't think there's a way to convert a chat into a team. I only have a work Teams account – when I open the "teams" section of the app, at the bottom of the list of teams, I see a link that says "Join or create a team". Are you the owner of the organization you're signed into as a personal account?

I was trying to create an organization and when I signed in to my existing account it opened teams but wasn’t any different than before.

We use Teams at work and over the past year it has made huge improvements. Microsoft has really been moving fast on adding features and improving it. Here is an article on the differences between Teams Free and Teams Paid:

One question I have is whether a Teams Free account can invite people to a meeting without requiring them to log in. The one we use at work does allow for this:

I think requiring people to log on to any account could be a real support issue.
