Humanitarian donation to a different ward
Is it possible for our Relief Society to gather funds to help a neighborhood in the Philippines that was burned from a fire, and then send it to the Bishop over that area to disperse the money donated?

I don't think so. I don't know of any way to direct donations.
You could encourage members to donate to the Humanitarian fund - either on-line or on your tithing slip, but it all goes to SLC where they determine where it needs to be sent.
