I have a ward that can not place a 18 year old sister in the system as Relief Society Secretary. When they go to the vacant calling and click edit then search, neither the name or membership number will pull her up. Just to test the system, they tried another 18 yr old sister and the same thing happens. The memberships are in the ward and valid.

Is this ia YW/RS issue? Ideas?

The sister has to be a member of the Relief Society before you can make her the secretary. You probably need to reassign her from YW to RS. It should happen automatically, but it is possible that someone did a manual class assignment while she was in YW and that stopped the automatic process.
