LCR access for Assistant Ward Clerk

In terms of approval, it can be either 2 stake leaders or 2 ward leaders, It doesn't always play nice if you try half ward and half stake.

Between the Ward Clerk and the Bishop, they definitely have the necessary access in LCR to do this without help from stake.
