Custom Circles

I wish there was a way for admins on Circles to create custom circles. That way, any group can talk in Circles and just have an easy way to communicate.

I agree. Our ward is trying to utilize this as our primary means of communication, within the Ward Council and the various Orgs. But without the ability to create custom circles or to add non members it is very difficult to use this as the primary method to communicate.
