When I go to the "Leader and Clerk Resources" main page, on the left side of the page I find some "quick links". Under the "Welfare Resources" section, when I click on "Bishop's Orders and Referrals" I go to the main Welfare Resources page, which is what I believe you want.

Alternatively, from the "Leader and Clerk Resources" main page, you can select the "Other" menu at the top, and then select "Bishop's Orders and Referrals" to get to that same Welfare Resources page.
