Excluding individuals from local Stake/Ward email lists

Does anyone know how to exclude individual members from receiving emails from Stake/Ward level?

I know an individual can select their emails subscriptions to official church announcements and other church wide emails, or select to receive none.

However I have individuals who would like to unsubscribe to any local emails sent through the tool at Leaders and Clerks Resources -> Applications -> Send a Message.

Of course I can edit their accounts and remove their email addresses. The preference is to keep their email address for individual contact purposes but simply remove it from any mass emails.

Is it possible to unsubscribe them from local emails without removing their email contact?

Thanks!

The only way to keep a member from receiving a Send a Message email is to manually delete them as the message is being prepared. (Unless SaM happens not to be sending to certain addressees that day, but that an unreliable option and is another post for another topic.

Send a Message sends to the individual email. If the member doesn't have a household email, you could move their individual email to their household email position which would take them off the distribution list for the tool.

I have also seen where the ward clerk alters the individual email so it fails delivery from the Send a Message tool but is still human-readable if someone were to look at it.

The problem is that it would likely break any desired email subscriptions.
