It's working for me at cdol.lds.org, just like before. It doesn't transfer to a different site.

I am able to access CDOL without any issues. As with most church websites, cookie buildup can have these types of effects. The common suggestion is to try using private/incognito mode, which often proves successful. Also, you can ask another local leader to try accessing CDOL to see if it's "just you", although I don't expect it would be a localized phenomena.
