Can't Join Circles....

I can see the Adults circle as well as the Relief Society circle in the app. When I click on either organization I can get a list of the people in the circle but I am not automatically added nor am I able to join when I click on "join circle". I get the little wheel that indicates it is working and when it's done, the "join circle" button is gone. So I leave that screen and go back to the screen that shows the available circles. Then I click on the organization I want to send and receive messages from, it says again "join circle". Anyone else having this problem?
