Who can view a member annotation?

Who can view a member annotation?
It appears that only a Bishop or Stake President; not counselors, clerks, Elders Quorum Presidents or Executive Secretaries can see the red triangle (annotation) on a membership record. I can not see an entry for this function on the Access Table page. Is this correct?

I do not know how it is today, but it used to be than an annotation would not appear when you viewed a record, but it would be shown if you printed the record.
The bishop and stake president also had a report that allowed them to print a list of annotations.
Perhaps the triangle is a new indicator of an annotation that only the bishop or stake president can see to know that an annotation exists.

In MLS, annotations were initially viewable when the record was 'transmitted' to a receiving unit. MLS had a dialogue that allowed the received record, with annotations, to be viewed and printed during a send/receive action and it did not matter what MLS user was doing the send/receive. After that dialogue was closed, the record, with annotations, could no longer be viewed by the clerk or any other leaders except the bishop and stake president.
Viewing or printing membership records with annotations has never been available in LCR to anyone at the ward/branch other than the bishop/branch president. I can't speak for what was viewable or printable at the stake level.

Another interesting note from MLS days is that the actual annotation was never printed on the record. The record simply said that there was an annotation, and gave a phone number for the bishop or stake president to call so that the annotation could be shared verbally with him.

To answer OP's question, I think only the bishop and ward clerk can see it. General Handbook 33.6 says "Under no circumstances may membership records be given or shown to anyone other than the bishop or a clerk." (IOS is a different matter.)
