A ward member "moved out", but we have no forwarding address (nor do extended family members have knowledge of whereabouts).
Some continuing negative contact from the member to other ward members have occurred (via ward directory). For safety, we are considering moving records to SLC... in order that his LDS Tools access to ward directory will be removed, and because we don't know any forwarding residence.
In a more general situation... can LDS tools access be removed WITHOUT moving the membership record [for those that abuse the info]

If they moved without any forwarding address, you should follow the steps to move member records when no forwarding address is known. It doesn't take long to complete those few steps.
I think the Global Service Department can restrict the member's access if they are abusing the system - it might be best if the clerk or a member of the bishopric made that call to the GSD, but I have no special insight into that process.
