Child of Record baptism?

Is the baptism of an 8 year old child whose parents have been excommunicated considered a convert baptism or a child of record baptism?

I would assume that as long as the child had "child of record" membership record and it wasn't canceled, it would be a child of record baptism.

If a membership record was created, it would be a child of record baptism under the jurisdiction of the bishop. If a membership record was never created, normally it would be a convert baptism under the jurisdiction of the mission president, because neither parent is a member.

However, I sense that in this case there are some special circumstances involved. It would be well for the bishop to counsel with his stake president to review the specific situation, especially if the parents, though excommunicated, are still attending church regularly.

The stake president would counsel with the mission president. if needed.

In either case, the permission of both parents is required for the child to be baptized.
