Missionary Recommendation Transfer

Is it possible to transfer a missionary applicant's records mid-way through the process? We have a prospective missionary who had submitted everything and met with the bishop, but hadn't yet met with the stake president. If we transfer the records to where he is currently living, does he need to cancel and resubmit, going through the process again or can he just meet with the stake president where he currently is? (The recommendation currently is marked as "with the stake president").
