Who's responsible for recording attendance in LCR/Tools for AP quorums?
To me it seems like it should be the quorum secretaries, but it appears to me that they don't have access to do this.

The only guidance I can find in the Handbook:
"help" is not the same thing as "having access". The clerk certainly has access, the advisers may as well.10.4.2
When quorum secretaries are called, they prepare agendas for meetings and take notes. They also help the ward clerk or a quorum adviser keep track of attendance.
