I have a few questions about how the Calander works.
1. Can anyone that are members of the wards in a building schedule the building, or any part of the building. Or is it limited to members who are in designated callings? Or is it limited to one position or calling in the wards? Or is it limited to one person that is in the ward that is assigned as the agent ward? Or is it assigned by the agent ward or the Stake, and if so who can do that?

Generally, anyone who has edit rights to a calendar in the stake can schedule the building. While that might sound like an invite to disaster, keep in mind that by in large, the ones with edit rights are leaders. If you have a leader out of control, you've got bigger problems than the calendar.

The setup of what calendars exist and who has edit rights to them are up to the local units. Because of that, it's hard to make definitive statements about your situation. What I can say is that the Bishopric + Clerks + Exec Secretary are default administrators of the ward calendars. Likewise the Stake Presidency + Exec Secretary + Clerks are default admins of the stake calendar. Beyond that, it's whatever they set up. However, it's not possible (or at least not practical) to give the rank-and-file members edit access to any calendar.

It is preferable to have rights set up by calling rather than to an individual. For example, giving the RS Presidency edit rights to a RS calendar. That way the rights follow the calling rather than the individuals.

For details, I'd suggest checking the "Help" section in the calendar. That's where the church "hides" the user manual.
