Former Stake Exec Sec Still has some Stake level access in LCR

I'm a relatively new stake clerk. The former executive secretary in my stake is now my bishop. He was released from as Exec Sec more than a year ago. He still maintains at least partial stake level access in LCR however. Not sure how as he has been fully released in LCR but just this weekend he started a missionary application on the stake level instead of the ward level (which he shouldn't have access to do.) While not the first time he has done something like this (on accident) it's the first time since I was called. I'm not sure if anyone here can help me with this but I'm hoping I can get pointed in the right direction at least. :)

What access in LCR does he have that he shouldn't.

The Missionary recommendation system (MORS) is separate from LCR. Except for the Stake President and bishops, everyone else has to be explicitly given rights by the Stake President (at the stake level) or bishop (at the ward level) in order to access it. This access is given to a specific person rather than to a calling. So it sounds like the rights in MORS for the former executive secretary were never removed. The Stake President needs to go into the system and remove his rights.
