Baptize with incomplete name
What will happened if a Brother was baptized with an incomplete name which name was submitted by that Brother, but then later found in his Birth Certificate his exact last name. Will that Brother needs to be re baptized or will it just need to edit the record?

The Handbook doesn't say anything besides using the person's full name when performing the baptism, and the record to have the legal name. Handbook 32.2.6 talks about what invalidates an ordinance, and an incorrect name is not present in that section. I personally don't think he would need rebaptism, but in situations where it's not 100% sure it would be best to counsel with your presiding authority who could send it up the chain if needed.

Definitely not an exact comparison, but this question made me think of temple ordinances for the deceased. We've all had occasion to be baptized in the temple for people with incomplete names, and it would seem a bit pointless to be baptized for somebody in the temple, with the expectation that at some point in the future when the full name is discovered, that the temple baptism would have to be done again.
But that's just a side observation, the real answer as given above, is what's in the Handbook.
