Because this is a user-to-user discussion forum, it's not likely anyone with an authoritative (or accurate) answer will ever see your question. The clerk support line of the GSD would be good places to ask.

Before you call the GSD, as rmrichesjr suggests, try taking a look in LCR Finances > Expenses > Expenses Summary for an FSY expense IROP within the past month. If there is no FSY expense IROP, then definitely call the GSD.

If there is an FSY expense IROP, then click on the reference number to open it to view the expense detail. There will be an attached PDF file of the invoice indicated by a PDF icon to the right of the expense detail reference number. Click that icon to open the invoice. The invoice will show the names of the youth who attended the FSY conference and the conference location. If this was an off year for your stake you may not have been informed of the youth attending. Based on the $1,800, there were 24 youth attending. Now before calling the GSD you should speak with your bishop. If your bishop was like mine, he did not pay attention to the registration instructions and the form item that indicates who would pay for the other $75 part of the attendance fee in an off year conference. That should have been discussed by the bishop, or bishopric counselor, during the FSY attendance interview with the youth attendee and their family. If the bishop, or counselor, did not check the box for the attendee or some other person will pay, then the ward has/had financial responsibility.
