Member record showing for some, but not others

I moved a member's records out of our ward to his new ward, but four months later, he still has access in Tools to see both wards. He doesn't show up in my member directory anymore in LCR or Tools, but it sounds like he does for several other members in our ward even after they've re-synced their Tools app. Any ideas why this might be occurring?
