Can missionaries put AirTags in their luggage?

Can missionaries put AirTags in their luggage?

Can young missionaries use AirTags? Put them in their luggage? Shoulder bag? Would their companion be notified that an AirTag is moving with them, especially if the AirTag is in the shoulder bag?

Missionaries use Android phones, not iOS, so I wouldn't expect a missionary to be able to set up their AirTag, or find it if lost.
