That doesn't actually answer the question. Does the Church have a help line for for mobile stuff?
Your ward clerk is your help line. He should begin by asking these two questions.
Do you have a photo attached to your Church account?
Have you asked your local leaders for a mobile recommend?
If the answer to those two questions is yes, your clerk should then check to see if a member of the bishopric has set your recommend to be a mobile one. If so, you should no longer have a paper recommend.
After those steps, your clerk should be able to put you in touch with the Global Services Department for further troubleshooting.
