What are the roles of a District Council Man (not 1st and 2nd councillors). Is it the same as stake high council?

I'd point you to the discussion in this post: District high councilors?. Although that post is over 4 years old, I don't think anything has changed since then. My takeaway is that there's no publicly available info to satisfactorily answer that question, although there is supposition that Mission Presidents likely have instructions provided to them, as to how to organize the districts they are responsible for.

There are a few references in missionary manuals about "district council" meetings:

If I'm understanding correctly, they seem to be meetings organized by the young missionary district leader for the elders and sisters in his district. When I was a missionary, we referred to them as "district meetings."

I did find one reference to "district councilor" in General Handbook 30.8.4:
District Callings

If district councils and district councilors are unrelated, but both under a mission, it seems a little confusing.
