The problem we are having is that the Fast Offering expenses can't be approved by the councilors or Bishop, but other expenses can. The error message is: There was an error with your submission! Username or password incorrect or user does not have permission.
We have tried to clearing the cache, using incognito mode also using other devices to no luck.
Any help would be much appreciated.

Has the bishopric recently been reorganized? Have you been able to do fast offering expenses in your ward or branch recently? A member's name must be chosen as the recipient even though the payee may be someone else. No, we were able to do all of it recently, and no, it's not a new Bishopric; this is also happening in other wards in our stake. We are in New Zealand.

I'm afraid you're going to have to wait for finance support to open.
You could make sure GSC is aware of the problem and have each of the wards call in so they're aware of the scope of the problem. They might page someone to look into it if they realize the extent of the problem.
