i have been the ward clerk for 5 years now and this is the first time i have been asked to order building keys.
unfortunately, the procedure evades me. i found this:
Meetinghouse Keys
The facilities management group provides meeting-
house keys to stake leaders Bishoprics distribute keys
to ward leaders as directed by the stake Each bishopric
keeps a record of who has keys and gives a copy of that
record to the stake physical facilities representative When
members are released from responsibilities that require
them to have building keys, they are to return all keys.
good info, but useless for my purposes. does anyone know how i can fulfill by bishop's request? any help would be appreciated!

According to 35.2.5, you should probably request it from the Stake Building Representative. If you don't know who that is, or don't have one, then I'd send it to the stake clerk.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

Most Stakes have one of the High Councilors assigned over the stake facilities, and he may function as the Stake Building Rep. And quite often he fills this role without general visibility (either actively functioning in the background, or perhaps not actively fulfilling this assignment). The Stake Clerk should be able to provide info on which High Councilor is assigned. You can also ask the High Councilor assigned to your ward, to help identify the correct contact in the stake.

the stake clerk was no help either, as he doesn't know anyone in the high council that has this responsibility.

Sounds like you've got a new stake clerk.
The stake can order keys by creating a request in FIR.
You have the ability to create a request as well, but since the documents we've found say keys should go though the stake, I'd stick to that.

So the Tech Wiki has a FAQ page for Building Keys located here:

Even though it was last updated in 2013 (!), I believe the info is still correct regarding the High Councilor responsibility for the stake's physical facilities. If we find anything out-of-date in the Wiki, we can ask the mods to see if it can get updated.
Although I imagine it's possible, I don't expect that your stake has no High Councilor assigned over facilities (he may not be officially entered into LCR, but he still should be functioning in that role). There are way too many ongoing building issues that requiring interfacing with the FM Group, for a stake to not have a dedicated resource. And a stake without a dedicated resource over buildings would then default to having individual wards determine key procurement and usage -- which again could be how things are happening for you, but is definitely not aligned with the stake's responsibility and stewardship over their meetinghouses (in conjunction with the FM Group who are the true 'owners').
Also, the Wiki page has links for two forms which of course are optional but could be useful -- one for tracking keys, the other an acknowledgement form signed by every member who receives a key. Your ward may already have a good system in place for tracking keys and ensuring they're returned, but if not, these forms might be a helpful resource.
