Welfare Resources text notifications not being received

Lately, when entering a food order through the Welfare Resources page, once the bishop approves the order, the recipient and I usually get a text message that it was approved. Those messages are not being received. The email notification is received, but most of the order recipients are using text. Is this a known issue?
