"Send a Message" Timeout -- Cannot Send

A stake T&FH consultant (my wife) and our new ward Email Communication Specialist have not been able to use Send a Message for several weeks. All it does is spin, timeout, and display a Cannot Send message. They have tried plain text messages as well as messages with PDF attachments.

I have not seen recent discussions on this forum about this issue. I doubt the Global Service Center will be able to assist with questions about this app.
