Adding Members Photos to Member Tools

I am in the Relief Society presidency and we are trying to get pictures added to member tools. We have encouraged the sisters to update their own photos but we have many sisters who, for various reasons, cannot update their pictures. Is there a way as a presidency member to add pictures for others in member tools? From what I have found I could send pictures to the bishopric or have a ward web administrator add the pictures. Can it be done this way or do we need to have the sisters do it themselves. Thank you for the help!!

Member photos/images can be uploaded/edited by the member, another adult member of the household, a bishopric member, executive secretary, clerk, assistant clerk, and membership clerk. A ward website administrator does not have the necessary permissions.

Note that a member needs to consent to their photo being added. For example, you shouldn't download a photo of a member from social media and upload it to the Church website without permission.
