I signed in and it takes me to the sync page. I
Click sync. I get the “downloading”. “Processing” and success circle. Then a blank screen. Then as if it is having some sort of IT stroke. It’s does the circle over and over and over. I thought maybe it was because it needed to
Download all of My new ward/stake info. It’s been doing it for ten hours. I have uninstalled and reinstalled the app. Turned off the phone etc etc etc. I can login on the webpage just fine.

Based on your post, it seems you've moved into a new stake. There have been other recent Forum posts about members in similar situations who have experienced a variety of issues with the Tools app. It seems the Church might be aware of this and working to provide a solution - there have been people who said this was "magically" resolved for them, but there are others who appear to still be suffering what you are seeing.
