Ward clerk, ward membership clerk, Bishop. Maybe assistant ward clerk. I'm doubtful anyone else has access to change the visibility settings of people outside of their own family.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

still cannot get the new member tools to work....is the new app compatible with iphone 5?

Member Tools 3.6.1 requires iOS version 10 or later. If you have iOS 10.3.4, the last version available for the iPhone 5, installed then yes you should be able to use Member Tools 3.6.1.

The current version of Member Tools for iOS requires iOS 11.

As a member of the EQ presidency, I have to do ministering interviews. When the elders are telling me information on each member I try to jot down some notes, but I know that, over time, the majority of the information will be lost or forgotten. This makes me unhappy because I know that the members' needs are not being fully met or followed up on.
In LDS Tools we have a list of all ministering companionships with each member to which they minister. It would be very nice to be able to write dated notes for each member, in order to follow up at the next ministering interview or to reference later. It would also be nice if those notes followed the member even if they get new ministers or the EQ leadership changes, that way members' needs would not be forgotten or fall through the cracks.
In addition, the EQ president can reference EQ notes, RS president can reference RS notes and Bishop can reference both notes to know right away the needs of the ward. Leadership would be able to make notes and provide alerts for the EQ/RS councilors or more easily discuss these needs in ward council. Each note should not be personal in nature but rather provide information on the temporal needs of each member. If a member changes wards, the new ward could meet their needs more accurately as well.
They already have something similar for the ward employment specialist, if memory serves me correct. I feel that we could meet each member's needs better with modern technology instead of relying on handwritten notes.

This type of discussion has been ongoing since I have been registered in the forum. There is little chance this capability will ever happen. The primary reason is the church does not want dossiers or notes on members to be kept in church records, applications, or programs. If you search for the discussions on the app "Return and Report" in the forum you will see much of the issues for and against keeping notes of any kind in church apps or programs. You can keep any notes you desire but you will have to figure out how you are going to do that.

This is the hard part. The Church would have no way to monitor the content of the notes – and even if they could, it's hard to draw a line between "personal information" and "temporal needs." The reality is that someone at some point will enter in sensitive information that shouldn't be entered in, and it would only be a matter of time before hurt feelings, embarrassing situations, or even legal repercussions come out of it. It would be a can of worms.

What would be SO HELPFUL for leadership would be a place to make notes about people (mostly those who don't want to be contacted). Every time a new elders quorum or relief society president gets called, they try to visit everyone on the roster. The roster is full of people who don't live in the area anymore but are less active and we have nowhere to send their records. We need a notes section to log attempts to reach out to people so leaders can keep track and not repeating the efforts over and over.
