Our bishop is asking for a list of members in our ward that do/do not have a patriarchal blessing.
Can this be produced via MLS? Or is it easy to request this info from CHQ?

According to the wiki, it's not in the Membership Records. The only way to get this information is to poll the members.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
