I would like to find communication on, or make a suggestion to the change of ward activities committees.

That's best handed though the Priesthood - bishop, to stake president to area authority.
There's no one in this forum who can take such input. Having the community debate that is unlikely to change anything.

You can reference this previous topic, https://tech.lds.org/forum/viewtopic.php?t=17729 in the most recent 2010 handbooks the ward council was assigned these duties.
