Application to the First Presidency

I am not able to pull up the application to the First Presidency in LCR. More precisely, when I click on the link the page just constantly refreshes but never loads. Is anyone having a similar issue? I have tried in Chrome and Explorer. That is the only part of LCR giving me an issue.
