Search using quotes produces results as if without quotes

When I perform a search in the Gospel Library for an exact phrase using quotation marks the results are as if I did not use the quotes. For example, when I search for "fear the lord", I get results for every verse that contains the words "fear" and "the" and "Lord" whether or not they appear as a phrase. What do I have to do to get results for just the phrase?
