13 Yr Old YW & Ministering
Our YW presidency has organized their YW groups so that some of the 13 year old YW who turn 14 this year are still assigned to the 12-13 year old class. The problem that I'm having as a clerk is that since they are not in the 14-15 year old class, the 13 year old YW are not available to assign to ministering. Does anyone know what I'm supposed to do? Our YW president was told that they could organize their classes however made the most sense for our ward. So far it has worked out great...until now

If you read the official letter from November 17th with the subject "Children and Youth—Overview and Frequently Asked Questions" at the bottom of page 9 it says:

So it doesn't sound like the organization you've described is according to policy. However, given that policy I'm not sure why LCR allows YW to be moved to a class other than the one corresponding to their age or why it uses class assignment rather than age to determine who can be assigned to minister.Classes are organized by age-group, and young women progress between classes in January of the year they turn the age of the next class. An age-group is all young women who will turn an
age during a calendar year.

I'm not sure why then didn't just create Young Women 12-14, Young Women 15-16, and Young Women 17-18. That's the way the classes are structured, except someone went to a lot of effort to manually assign them to the classes. It may be that they didn't understand the class number <-> age mapping.
