Youth Budget on FSY Years

Youth Budget on FSY Years
The $75/youth required to be paid for FSY from Budget funds (not the $75 the youth pays) represents a large portion of the yearly budget the Stake gets for a year. Does this mean that on years a Stake has FSY that the youth program operate on a minimal budget (what's left after paying for FSY)? Is it intended that funds be saved on non-FSY years and carried over to help cover FSY years? Or, are extra budget funds given to Stakes on the years they have FSY?

Each active youth brings in $12.50 per month, or $150 per year, in budget funds. Granted, the stake keeps a percentage of that. Budgeting $75 every other year for each active youth to attend FSY seems reasonable. Some of the youth may ask the bishop to pay their dues, but that also seems reasonable if known far enough ahead of time.

Per month?? The rates must have really gone up.

Each active youth brings in $12.50 + $12.00, or $24.50 per quarter, or $98 per year, in budget funds, split between the ward and stake budgets.

...which brings me back to my original question. $75 for FSY represents 3/4th of the annual youth budget. Assuming a large percentage of the youth attend FSY (which I believe is intended and which we anticipate in our Stake) this leaves about 1/4th of the annual budget to run the youth program on FSY years. Is that the expectation?

In my stake that would be cheaper than the typical youth conference, which is completely funded by the stake budget each year. Having served as stake clerk for 14 years I can say with certainty that we spent between $100 and $140 per year per youth on youth conference.

Just as a point of reference for my ward in Oklahoma: YW Camp is usually about $90/person. Scout camp in our area runs somewhere between $200-$300/person. We had an annual fundraiser for the camps. When I served as ward clerk, YM and YW typically received about 50% of the ward budget with Primary receiving about 25% and the rest of the organizations sharing the remaining 25%.

That's assuming the youth only get what they bring in. I doubt if most wards and stakes do that. Or put another way, each active adult brings in $48/year.
