Bishop authorization time perform a wedding

How do we get authorization from the first presidency for a bishop to perform a wedding for two members not in his unit?

I'm not sure, but I think it may have to go though the stake president. He may have the option in LCR to submit it.

Letter to the First Presidency. He will have to explain why one of the other bishops or their stake president should not perform the wedding.

If the bishop has his stake president make the call, he will find out what the chances are that the request might be approved.
