Hi,
I'm the Stake Relief Society President and would like to send an email to all of the sisters in my stake. I've been asking ward RS presidents to forward things on, but they have so much to do. Is it possible for me or my secretary to do this? I looked under Leadership and clerk resources and then under applications, but I don't see anything.

I'm not sure what's available to you. The role of stake auxiliaries is to train the ward counterparts, not to address the members. As such, the stake-level is limited in what they can see/do.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

You can prepare the email and send it to the stake clerk who does have access to Send a Message in LCR.
