Transfer from Ward Missionary to Tithing

With the COVID pandemic resulting in the early return of missionaries, what is the church's current policy on moving excess funds (contributed from a previous tax year) to tithing?

That can only be done for the current year. Any changes for prior years would have to be discussed with the finance department by calling the Global Service Department (GSD).
