In most countries, Member Tools will not display a member unless they opt in to the system. The default is that a name is not displayed unless the member agrees. This is different from the United States and a few other countries where members are in the system and are able to opt out.

The other reason a name does not display is if the privacy settings do not allow it. But if most of the names are not there, I would suspect that very few members have opted in.
