Note that the MP ordination process (elder or high priest) is now totally paperless. The bishop performs the interview, and then submits the ordination recommendation to the stake president through LCR.

The only time this process gets confused is when the stake president calls an elder to the bishopric or the stake high council. In that case, the bishop submits the recommendation to the stake president after the brother is sustained for the calling as well as the ordination to high priest.
